The Problem

An international education nonprofit based in the US secured a new regional grant to expand its digital learning initiatives in the Philippines. The project required immediate hiring of local program coordinators and IT support staff, but the organization had no local subsidiary.

They faced challenges understanding mandatory benefits under the Philippine Labor Code and compliance with social security (SSS), PhilHealth, Pag-IBIG Fund, and withholding tax rules under the Bureau of Internal Revenue (BIR). Delays risked losing donor-approved timelines.

The Solution

Procloz’s Philippine EOR team engaged swiftly to onboard employees through our locally registered entity. We prepared fully compliant employment agreements incorporating 13th-month pay, probationary terms, and statutory leave benefits. The payroll structure was designed to optimize take-home pay while maintaining compliance with BIR withholding tax rates and social contributions.

Contract execution and onboarding were completed within one week, supported by our in-country HR team conducting thorough orientation sessions. Monthly payroll and filings were managed centrally with direct remittance to SSS, PhilHealth, and Pag-IBIG via authorized payment platforms, ensuring audit-ready transparency.

The Results

  • Onboarded project staff within seven days of approval
  • 100% compliance with BIR, SSS, and PhilHealth requirements
  • Streamlined payroll across multiple funding cycles with zero penalties
  • Uninterrupted program continuity and donor confidence in local compliance
