Role Overview :

We are seeking a Payroll Lead based in the Philippines to manage end-to-end payroll operations. The role involves payroll implementation, compliance with local regulations, and adherence to BIR requirements including tax annualization, alphalisting, Form 2316 issuance, and lodgement of Annex C & Annex F. You will oversee government contributions (SSS, PhilHealth, Pag-IBIG), ensure accurate reporting, and drive process improvements. Strong leadership, communication skills, and experience in handling payroll teams are essential.

Key Responsibilities:

  1. End-to-End Payroll Processing: Manage the full payroll cycle including data collection, validation, computation, and disbursement.
  2. Payroll System Implementation: Lead payroll system setup, migration, and enhancements to improve efficiency and accuracy.
  3. Regulatory Compliance: Ensure strict adherence to Philippine labor laws, BIR regulations, and government mandates.
  4. Tax Annualization: Oversee year-end tax annualization process to ensure accurate employee tax computations.
  5. Alphalisting Preparation: Supervise preparation and submission of employee alphalist to BIR.
  6. Form 2316 Issuance: Ensure timely and accurate distribution of BIR Form 2316 to employees.
  7. Annex C & Annex F Lodgement: Coordinate with accountants for proper lodgement of Annex C and Annex F for clients.
  8. Government Contributions: Manage compliance with SSS, PhilHealth, Pag-IBIG, and other statutory contributions.
  9. 13th Month Pay Administration: Ensure accurate computation and timely release of mandatory 13th month pay.
  10. Loans & Advances Management: Oversee payroll deductions for employee loans, salary advances, and company loans in compliance with regulations.
  11. Payroll Reconciliation & Audit: Conduct regular audits and reconciliations to maintain payroll accuracy and integrity.
  12. Process Improvement: Identify gaps and implement best practices for payroll efficiency and compliance.
  13. Team Leadership: Lead, mentor, and develop payroll staff, ensuring high performance and accountability.
  14. Employee Query Resolution: Address payroll-related concerns promptly and professionally.
  15. Cross-Functional Collaboration: Work closely with HR, Finance, and Accounting teams to align payroll with organizational goals.
  16. Policy Development: Draft, update, and enforce payroll policies, procedures, and internal controls.
  17. Data Security & Confidentiality: Safeguard sensitive payroll and employee data in compliance with data privacy laws.
